Overview:Guangxi Liuzhou Water Affairs Investment Group Co., Ltd. intends to construct the Sludge Advanced Dewatering Treatment Project of WWTP in Liuzhou City, the Procurement content: the main equipment includes sludge storage silo, storage hydraulic station, sludge conveying screw, sludge screw pump, centrifugal pump, drying machine, reducer, condenser, scraper conveyor, deodorization system, fan system, etc. (see the technical volume of the bidding documents for details). This project includes equipment supply, guidance and supervision of installation, commissioning and test run, as well as other related engineering and technical services.The contract duration is 600 calendar days (including 6 months for equipment supply, 2 months for directing equipment installation, precommissioning (including single machine and process unit) , and 12 months for plant commissioning and trial run ) plus 2 years of defects liability period.

3、Qualification Requirements For Bidder
Qualifications or Performance:I.Performance requirements: In recent 10 years (from 2014 to the bid submission deadline, subject to the completion and acceptance date), the bidder has in China successfully completed at least 2 projects in which the sludge disc drying technology was applied, and the daily treatment capacity is not less than 200 tons. The Works to be contracted includes supply of the equipment, installation or installation direction, commissioning, and test run, the Contract value of each project shall not be less than RMB 46 million or 6 million euros. (If a bidder was involved in a same project with several contracts, then the Contract value can be accumulated under this project). The bidder shall attach supporting materials in the bids, which includes but are not limited to the copies of the letter of acceptance, Contract and completion acceptance certificate, as well as affix the official seal, and prepare the original of the above documents for future reference (Note: the Contract copies attached to the bids must include but are not limited to the Contract pages which can reflect the following contents: the cover of the Contract documents, the first page of the Contract documents shall reflect the project name, Contract scope, Contract signing date, Ccontract amount, project scale, Contract signer, contact person and contact information of the end user).

III.Financial requirements:？
(1)① Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Employer, for the last three years (2020-2022) to demonstrate the current soundness of the Bidder's financial position, the Bidder's net profit for the last three (3) year (2020-2022) shall be positive. ② As a minimum, the Bidder's net worth for the last year (i.e. 2022) calculated as the difference between total assets and total liabilities should be positive.
(2)The average annual turnovers shall not be less than 20million euros calculated as total certified payments received for contracts in progress or completed, within the last three years (2020-2022).
(3)The bidder shall provide a copy of working capital certificate or bank credit certificate issued by commercial bank for this project within three months before the bid opening date, with a validity period of one year and an amount of no less than 2 million euros (indicating the amount, validity period, project name and bidding number specified in ITB1.1. The copy is stamped with official seal, and the original is for reference).
IV.？Other requirements:
If the bidder is a company in China, the bidder must be an independent legal person registered according to law. The time of registration and establishment (subject to the business license) shall not be less than 10 years. A valid copy of the business license of the enterprise legal person shall be provided in the bids and sealed with the official seal; if the bidder is a company outside China, the bidder shall provide the copy of its business license or the certificate of legal registration in the bids, and the registration and establishment time (subject to the business license) shall not be less than 10 years.
