Source of Funds:The Xiangtan Finance Bureau has received financing from the Asian Development Bank (ADB) toward the cost of Xiangtan Low-Carbon Transformation Sector Development Program, and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

3、Qualification Requirements For Bidder
Qualifications or Performance:a.Nonperformance of a contract did not occur as a result of contractor default since July 1, 2019.
b.Not under suspension based on execution of a Bid-Securing Declaration pursuant to ITB 4.6.
c.All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and shall not represent a total of more than fifty percent (50%) of the Bidder's net worth calculated as the difference between total assets and total liabilities.
d.From 1 June 2019 to the bid submission deadline, successful completion as main supplier of at least two (2) contracts, each valued at no less than CNY 32 million or its equivalent in other currency. Similar contracts refer to information technology construction contracts with a nature and complexity similar to the scope of requirements described in Section 6 (Schedule of Requirements).
e.Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last three (3) years (Year 2021-2023) to demonstrate the current soundness of the Bidder's financial position. Bidder's net worth for last year calculated as the difference between total assets and total liabilities should be positive as a minimum requirement.
f.Minimum average annual turnover of CNY 80 million or its equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years (Year 2021-2023).
g.Availability of or access to liquid assets (cash and cash equivalents, short-term financial instruments, short-term held for sale securities, securities, accounts receivable, short-term financing receivables, and other assets that can be realized within one (1) year), credit lines, and other financing means are sufficient to meet the cash flow required to fulfill the contract: CNY 20 million or equivalent in other currencies.
